How WATCO Water Billing Works
WATCO charges you based on how many kiloliters you consume in a month, measured by your water meter. The rate applies uniformly to all consumption — there are no slab breaks or free allowances. The base tariff set by WATCO was ₹6.43 per KL for domestic connections, and with the mandated 5% annual hike, the effective rate for 2025-26 comes to approximately ₹6.75 per KL.

In sewered areas of Bhubaneswar and Cuttack, a sewerage charge of around 30% of your water bill is also levied. If your area does not yet have underground drainage, this component may not appear on your bill.

5 Questions Odisha Water Consumers Ask Most
1. Is there any free water allowance in Odisha like Delhi’s 20 KL scheme?
No. WATCO does not currently offer a universal free water allowance scheme for domestic consumers. Every kiloliter consumed is billed from the first unit itself. This is different from Delhi (20 KL free) or Rajasthan (15 KL free for 15mm meter connections). All Odisha consumption is charged at the applicable flat rate.
2. Why does my rate increase slightly every year even if the government did not announce it?
WATCO has an automatic 5% annual tariff hike built into its tariff policy. This means even without a separate government announcement, the rate goes up by 5% every financial year. So if you are comparing this year’s bill to last year’s with the same consumption, you will always see a small increase. Budget for this every April.
3. My area just got a WATCO connection under Jal Jeevan Mission — how will I be billed?
Households connected under the Jal Jeevan Mission scheme are initially charged at the standard domestic rate once metering is operational. In some areas, billing may start a few months after connection as infrastructure settles. Contact your local WATCO distribution division office for the exact start date of billing for your connection.
4. How do I check and pay my WATCO bill online?

5. What if my area is not covered by WATCO?
WATCO primarily covers major urban areas including Bhubaneswar and Cuttack. If you live in a smaller town or rural area of Odisha, water supply is managed by your local Urban Local Body (ULB) or Gram Panchayat. Rates in those areas vary and are typically lower than WATCO tariffs. Contact your local municipality or block office for exact billing details.
